Karl Emil Biel, or simply Emílio Biel for the inhabitants of Vila Real, born in Bavaria in 1838, made a contribution with some importance to the history of the city, between the end of the 19th century and the beginning of the 20th century.
He was mainly connected to the electric lighting of the streets of the village. After some preliminary experiments, the lighting is officially inaugurated on June 13, 1894, during village festivities.
With the entry into operation of Central do Terragido, in 1926, Central do Biel is deactivated.
